The Clinton Dynasty's Horrific Legacy: More Drug War, More Prisons: Has Hillary learned anything?

Pandering to "tough on crime" politics and "war on drugs" rhetoric helped create the world's largest prison system. Has Hillary learned anything?

Hillary Clinton wants to run for president as an economic populist, as a humane progressive interested in bolstering the fortunes of poor and middle class Americans. But before liberals enthusiastically sign up for Team Hillary, they should remember this: In the late 1990s, Bill Clinton played in instrumental role in creating the world’s largest prison system — one that has devastated our inner cities, made a mockery of American idealism abroad, and continues to inflict needless suffering on millions of people. And he did it with his wife’s support.
That liberals are now being asked to get excited for Hillary’s Clinton’s candidacy, announced on Sunday, almost requires the suspension of disbelief. That the best progressive alternative to Clinton is a long-shot from Vermont is a tragedy. This is not to say that President Hillary Clinton would pursue the same prison policies as her husband — the political head winds on criminal justice reform have shifted considerably in the past two decades, and the Clintons, accordingly, have shifted with them. But past actions should matter, and what they show is that the Clinton Dynasty embraced and exacerbated one of the late 20th Century’s greatest public policy disasters.

The explosion of the prison system under Bill Clinton’s version of the “War on Drugs” is impossible to dispute. The total prison population rose by 673,000 people under Clinton’s tenure — or by 235,000 more than it did under President Ronald Reagan, according to a study by the Justice Policy Institute. “Under President Bill Clinton, the number of prisoners under federal jurisdiction doubled, and grew more than it did under the previous 12-years of Republican rule,combined,” states the JPI report (italics theirs). The federal incarceration rate in 1999, the last year of the Democrat’s term, was 42 per 100,000 — more than double the federal incarceration rate at the end of President Reagan’s term (17 per 100,000), and 61 percent higher than at the end of President George Bush’s term (25 per 100,000), according to JPI.
Just before the New Hampshire primary, Bill Clinton famously flew back to Arkansas to personally oversee the execution of a mentally impaired African-American inmate named Ricky Ray Rector. The “New Democrat” spoke on the campaign trail of being tougher on criminals than Republicans; and the symbolism of the Rector execution was followed by a series of Clinton “tough on crime” measures, including: a $30 billion crime bill that created dozens of new federal capital crimes; new life-sentence rules for some three-time offenders; mandatory minimums for crack and crack cocaine possession; billions of dollars in funding for prisons; extra funding for states that severely punished convicts; limited judges’ discretion in determining criminal sentences; and so on. There is very strong evidence that these policies had a small impact on actual crime rates, totally out of proportion to their severity.
There is also very strong evidence that these policies contributed to the immiseration of vast numbers of black (and also white) Americans at the bottom of the economic ladder, according to the well-known conclusions of journalists, academics and other criminal justice experts. Federal funding for public housing fell by $17 billion (a 61 percent reduction) under Bill Clinton’s tenure; federal funding for corrections rose by $19 billion (an increase of 171 percent), according to Michelle Alexander’s seminal work, “The New Jim Crow: Mass Incarceration in the Age of Colorblindness.” The federal government’s new priorities redirected nearly $1 billion in state spending for higher education to prison construction. Clinton put a permanent eligibility ban for welfare or food stamps on anyone convicted of a felony drug offense (including marijuana possession). He prohibited drug felons from public housing. Any liberal arts grad with an HBO account can tell you the consequences for poor, black American cities like Baltimore. As Alexander writes, “More than any other president, [Clinton] created the current racial under caste.”
While it’s true that it was Bill who, as president, was ultimately responsible for these decision, Hillary was nonetheless a famously involved First Lady on political matters — a reputation she’s shown willingness to capitalize on in her new campaign. According to a 2013 Wall Street Journal report, Hillary has “signaled she would use the 1990s as a selling point if she jumps in the race, making the case that, as first lady, she was part of an era that found solutions to the same sorts of political difficulties that bedevil present-day Washington.” That legacy includes Bill Clinton’s “War on Drugs,” whether you like it or not.
As recently noted by Reason.com, Hillary actively lobbied for the aforementioned criminal justice reforms as First Lady and, as a New York senator, voted to expand grants that dramatically scaled up police involvement in anti-terror and homeland security efforts. She also said things like this, in support of a crime bill that would impose Draconian new sentencing provisions:
“We need more police, we need more and tougher prison sentences for repeat offenders. The three strikes and you’re out for violent offenders has to be part of the plan. We need more prisons to keep violent offenders for as long as it takes to keep them off the streets.”
It goes too far to say, as some do on the left, that the Clintons consciously exploited white fears of black America to build their political fortunes. Rates of crime in the 1990s were out of control, a genuine crisis in their own right (even if they had already begun to fall), and we shouldn’t forget or dismiss fears surrounding them as simple racial animus. More to the point, the Clintons were hardly alone in creating the vast prison system.
Even still, we shouldn’t lose sight of the massive failure of the criminal justice reforms of the late 20th Century. And do you know who now agrees with me on this point? Why, the Clintons themselves.
Here’s what Hillary said in December 2014, according to MSNBC:
“The United States has less than 5 percent of the world’s population, yet we have almost 25 percent of the world’s total prison population … It is because we have allowed our criminal justice system to get out of balance. And I personally hope that these tragedies give us the opportunity to come together as a nation to find our balance again.”
Clinton’s language here deserves close scrutiny: Prison rates exploded, she says, not because of the policies of her husband, and not because of the bills she supported, but because of the shortcomings of an indiscernible “we.” The evasiveness makes you want to turn off the news until the end of the campaign season. Now that the liberal zeitgeist demands it, the Clintons — the Clintons! — are trying to reinvent themselves as humane prison reformers? The same Clintons who used “tough on crime” rhetoric to such potent effect in the 1990s? Count me unimpressed.

Interview with Charles Ortel

The Clintons have many problems these days, but the worst of them is probably the information that Charles Ortel started to release from his website and Twitter account (@charlesortel) in early May 2016. Ortel is the financial analyst who exposed General Electric’s stock as being overvalued before it took a dive in 2008. After 15 months’ examination of the public records of the Clinton Foundation entities, he finds that huge sums of money cannot be accounted for, and he believes that it is a family affair for Bill, Hillary and Chelsea Clinton to harm the victims of disasters and the desperately poor throughout the planet. Educated and privileged people like the Clintons should know better, yet they preen, even now, believing we will fall for the hype manufactured by their handlers.
The true, damning facts, however, are out there for each of us to see.
There is a special revulsion against charity fraud that we did not cover in an earlier interview. We discuss this with Charles Ortel.
Dady Chery: For you, this is a moral issue.
Charles Ortel: It is reprehensible to operate a supposed charity in gross violation of applicable laws and simultaneously seek adulation and the highest political office in the most powerful nation on earth. Such conduct needs to be fully exposed and then punished to set an example.
Charity, the notion of actually helping less fortunate and deserving souls, is an ancient practice prevalent in most cultures. In the United States, it happens that the poorest among us are also the most generous, if you measure their annual donations relative to their annual incomes. Much great work is done by the charitable sector and this important, generally selfless conduct, should be encouraged and admired.
That said, to corrupt a presidential charity under the glare of the publicity that surrounds celebrity followers of the Clinton Foundation is gross, indefensible conduct by educated persons who seem to have no moral compass and no shame.

DC: In your discussions of the Clinton Foundation on your website and elsewhere, Charles, you often bring up the absence of tax audits by the Clinton entities. What is the problem there?
CO: By audits, I mean detailed income statements, balance sheets, cash-flow statements, and footnotes that are double-checked, that is “audited,” by competent, informed and licensed accounting firms. Accounting firms understand the numerous detailed requirements that must be followed as these audits are completed. Furthermore, the management and trustees of large entities, like those of the Clintons, are required to certify that the information contained in these audits is true, accurate, and complete. This is different from the process by which the IRS might decide to audit a given tax return. All financial information provided to the IRS by charities whose revenues are above a low threshold must procure financial statements and supporting information that are audited and must make this work available to taxing authorities and to the general public.
The Clinton entities have repeatedly failed to get their financial statements properly audited. This is an ongoing abuse. I believe they got away with this probably because Lois Lerner was a key person in the IRS who oversaw tax-exempt charities, including the Clinton entities, from 2001 through 2013. She left her post in disgrace. She is alleged to have used the IRS to target conservative and Tea Party groups, and she might also have used her influence with regulators not to target charities of politically allies.

DC: A lot of funds were collected by Clinton entities for recovery from natural disasters.
CO: Shortly after leaving the White House in January 2001, Bill Clinton teamed with Rajat Gupta, then managing partner of consulting giant McKinsey, and since convicted of criminal misconduct, to, in theory, aid victims of an earthquake that struck on January 26, 2001 in Gujarat, India. Records available in the public domain for this charity, American India Foundation, show clearly that it was organized on the basis of a false and materially misleading application to the IRS, that it failed to provide compliant financial audits, and that it failed to make complete, truthful and regular filings in numerous US states where it continues to solicit donations using the mails, telephones, and digital media, in stark violation of applicable laws. Bill Clinton has served as Honorary Chairman for this entity since inception, a fact that is used prominently in fundraising campaigns. Nevertheless, his role with this illegally operated charity is not disclosed in Clinton Foundation filings with state, federal and foreign authorities.
Starting in January 2001, Bill Clinton became involved in international activities that he pursued invoking the name of the Clinton Foundation; these included disaster relief in India and fighting HIV/AIDS in many nations, including in Haiti starting in 2003. None of these international activities were validly authorized in advance by the IRS, US state governments, or foreign governments, as is legally required. Especially in the early period, Bill Clinton and the Clinton Foundation did not have adequate and sufficiently trained staff to exercise tight and effective controls over these international activities. As a result, it appears that substandard and evenadulterated drugs manufactured by an Indian supplier then called Ranbaxy may have been distributed in numerous countries under the auspices of the Clinton Foundation.

Later, Bill Clinton became involved with George H. W. Bush, starting in 2005, in fundraising efforts to, in theory, aid victims of the Tsunami that devastated many Asian nations in the December 2004. Fundraising efforts in this case were also not documented properly or organized in full compliance with applicable state, federal, and foreign laws.
Beginning in August 2005, former presidents Clinton and George H.W. Bush mounted additional illegal and improperly organized efforts to, in theory, aid victims of Hurricane Katrina. Defective forms and filings related to this effort are available, following persistent digging, but omitted from the Clinton Foundation website, though some of the purported financial effects and other supposed accomplishments are covered in various materials found there, including press releases, annual reports and tax filings, that are riddled with accounting errors for 2005, in particular.

DC: What do you perceive as being the most serious problem with fund collection for disaster relief?
CO: When natural disasters strike, many of us are motivated to help however we may be able to do so. As we became more connected on the internet and more comfortable sending money using internet services, larger and larger sums started flowing towards those who represented they might be capable to aid victims of natural disasters. Unfortunately, this incoming money flow, in tiny bites is a perfect opportunity for fraud. Fraudsters realize that portions of this money might be picked off operating unregistered charities with names and websites that seem legitimate. This is why the FBI warns donors to be wary when it comes to making contributions after natural disasters.

DC: I often say: “What happens in Haiti doesn’t stay in Haiti.” Given the real prospect of another Clinton presidency, should Americans worry?
CO: It is more than ironic that the United Homeless Organization, which used to have seemingly poor people at tables all over New York with glass jars to collect money, was revealed as a fraud back in November 2009.
As it happens, the Clinton family was homeless and in severe financial distress back in 1998. Since then, public reports suggest they have acquired vast wealth during a period when most in America have struggled. It seems more than fair to ask exactly how one squares reaping massive financial gains with efforts supposedly led by the Clintons to engage in “charitable” work, particularly given rampant and material defects in all public filings of Clinton-related charities from inception to date.
When the Clintons last occupied the White House they were destitute, according to published reports, and America was in a far stronger position strategically and economically, compared to other nations, than now.
Absent controls, and a US president is difficult to stop, an enriched Hillary Clinton and her extended family are likely to run roughshod over political enemies and competitors in ways that are terrifying to contemplate.

DC: Could some good come from this?
CO: It is certainly possible that Hillary Clinton may win the presidency before the whole truth becomes known regarding operation of and fundraising for the Clinton Foundation and all its related entities.
Alternatively, if the general public digs into the facts and goes to the public record, justice may be administered to all those centrally involved in perpetrating what seems to be the largest and most far-reaching charity fraud ever attempted anywhere on earth.
The downfall of Hillary Clinton and of her family for having, in my view, illegally used a charity to derive personal financial gains might then become an example not to follow: a cautionary tale useful, in future, to constrain others from even daring to consider such pursuits.

The Chaos of a Hillary Clinton Presidency: Corporate Dominion and Open Rebellion

If Hillary Clinton occupies the White House her presidency will be unpleasant for her and chaotic for the country. Ms. Clinton will encounter a nationwide rebellion she cannot comprehend and hence will not address.
The rebellion is already underway, and it will continue. It is not a violent, man-the-barricades revolution, but a visible one in which millions of voters in both parties are openly rejecting conventional candidates. They are seeking a radical transformation of American governance.
Ms. Clinton will take office because she gamed the nomination process brilliantly, but she was victimized by classic tragedy. In the most bizarre political season in memory, she was the right person in the right place at the wrong time.
Since Franklin D. Roosevelt’s day only Bill and Hillary Clinton have completed three presidential campaigns, so Ms. Clinton was armed for the fourth with unique experience and savvy: she knew precisely what had to be done, how to do it, and when. She amassed a warchest of hundreds of millions long before anyone else. She recruited 400 superdelegates even before she had opponents. She set up campaign offices in the states with early primaries. And by happy accident or clever arrangement the co-chair of her 2008 presidential campaign, Ms. Wasserman-Schultz, was put in charge of the Democratic National Committee.
When you know a system as well as Ms. Clinton does you know how to game it: she effectively preempted the candidate-space. Of the early prospective candidates, only Governor O’Malley and Senator Sanders moved on into the primaries; she out-polled both of them by monstrous margins.
Ms. Clinton then undertook an orthodox campaign of inoffensive platitudes, defining the issues with customary clichés, and proposing vacuous solutions: doing more for this cause, making improvements in that one, assuring everyone’s access to the American Dream, I’ve been working all my life to benefit the downtrodden, and let’s build on President Obama’s successes. Her campaign was exquisitely choreographed, but it was a campaign-by-formula, unimaginative and conventional.
Ms. Clinton was in the right place, however. Her two opponents were so far behind they were scarcely visible.
But the moment in time was not hers. By adopting the Obama template for governing, she through-bolted her campaign to the status quo—while a rebellion was stirring among the American people. And if Jefferson’s dictum was correct the rebellion ought to continue, as...a medicine necessary for the sound health of government.
The rebellion would blossom, as Ms. Clinton soon discovered.
The template for governing she adopted is the modus operandi of the “New Democratic Party” that Bill Clinton and she helped construct in the early 1990’s, and Barack Obama nurtured. It masquerades as the champion still of working class America, but it is in fact a centrist, even neoliberal party, awash with corporate campaign contributions, and driven by corporate interests. Rigorous scholarly research documents this, as does a voluminous popular literature.
Ms. Clinton failed to see the nascent political rebellion because she was not tuned to the deeply felt anxieties of nearly every family in the nation—i.e.,all but the “One Percenters.” Comfortably within that stratum herself, she was tuned instead only to the mechanics of winning the presidency.
Prominent among working families’ anxieties is the loss of wealth and incomes occasioned by the financial crash of 2008 and the off-shoring of 30 million well-paid manufacturing jobs. These events were driven by policies of the Bill Clinton Administration, granting corporate interests priority over the common good, and the Obama Administration expanded on them. The “New Democratic Party” betrayed and abandoned the working families of the nation.
This was not lost on Senator Bernie Sanders, and something similar was soon made apparent to Donald Trump.
No one will accuse Senator Sanders or Mr. Trump of running conventional campaigns. In his very first speech Mr. Sanders acknowledged and Mr. Trump soon discovered the simmering rebellion Ms. Clinton ignored. Tens of thousands of cheering citizens attended Mr. Sanders’ rallies, applauding his call for political revolution. Mr. Trump, in his startling destruction of sixteen opponents, discovered the political patience of Republican voters was exhausted as well. The nascent rebellion burst into the open: huge blocks of voters consciously rejected their respective “establishment” parties.
Mr. Sanders’ vision has far greater clarity and his proposals are far more detailed than Mr. Trump’s. Advocating quantum changes in healthcare, higher education, trade, energy, infrastructure, and taxation policies, he seeks to recapture American democracy, to “make government work for all of us, not just the corporations and the billionaires.” His rebel partisans—nearly half the Democratic Party—display a degree of enthusiasm not seen in years.
Mr. Trump’s mind is not so disciplined as Mr. Sanders’. Linguists say it works in the wild and simplistic ways of a fourth-grader’s, but he intuits the damage done to the domestic economy by the corporate export of American jobs. The idiots in Washington don’t know how to do trade deals. They’re idiots. I know how to do deals. Hell, I wrote a book about it. I know how to do deals.
His intuition is also accurate respecting the Affordable Care Act: it is a triumph of corporate profiteering at public expense.
The reason so many more people have health coverage today is easily grasped. They were forced by law to buy it. Absent the “public option” President Obama quickly surrendered, however, there is no constraint on costs. The insurance, hospital, and pharmaceutical corporations charge anything they please, so the costs to consumers—and corporate profits—are astronomical and rising. Obamacare is a money machine. In Mr. Trump’s vernacular, it is an incredible deal for the health corporations, an incredible deal. But it’s a disaster for the American people. It’s a disaster.
In contrast to Mr. Sanders’ specific prescriptions, Mr. Trump suggests a profoundly generic remedy: Make America Great Again.
For millions of voters this holds great intuitive appeal. We used to be great: America was first in life-expectancy, first in infant survival, first in education, first in health care, first in technology, first in equitable income and wealth distribution, first in home ownership, first in industrial productivity, first in innovation, first in per capita income and wealth, first in reserves of foreign exchange, first in exports, and so on and on. But we don’t win any more.
Mr. Trump’s rebel partisans—more than half of the Republican Party—yield nothing to Mr. Sanders’ in enthusiasm.
A Hillary Clinton presidency, then, would face a national majority of citizens in open rebellion.   Either intuitively or consciously they are incensed with the dominance of corporate political power. This is the template of governance Ms. Clinton helped create, the one in which she is historically and demonstrably comfortable, and the one which finances her campaigns for elected office. Wed to those donors, and locked into this mindset of the New Democratic Party, her presidency could not and would not alter significantly the status quo. Proudly she claims as much: “Let’s not start from scratch,” she says. Corporate dominance would remain unchallenged, the rebellion ignored.
Rebellion scorned will escalate; first to spirited demonstrations we have already seen, conceivably to violence. Only substantive reform can accommodate it.
Reform is neither difficult nor unprecedented. Our history displays a number of means of subordinating corporate interests to the welfare of the American people. More than a century ago—in the “Gilded Age”—the nation faced a similar crisis and dealt with it successfully. And a century before that, effective mechanisms were in place to restrain corporate dominion, even though the threat of it was already visible.
This is what Thomas Jefferson said about the issue: “I hope we shall crush… in its birth the aristocracy of our moneyed corporations,    which dare already to challenge our government to a trial of strength and bid defiance to the laws of our country.”
Note Jefferson’s concern was merely prospective, wary of potential. Corporate enterprise was not yet dominant, only pushing to be. At the time, corporations were very strongly circumscribed, to assure their subservience to public well-being. Perhaps Jefferson feared they would escape the control mechanisms early corporations faced:
*they were chartered for a limited period of time, typically twenty years
*they were chartered for a single specific purpose, say to construct a toll road
*the charter could be revoked if the corporation’s behavior violated public interests
*stockholders, directors, and officers of the corporation were personally responsible for the corporation’s obligations or transgressions
* a corporation could not buy or otherwise merge with another corporation
Mr. Jefferson’s fears were realized.
As the 1800’s progressed corporations in America—particularly the great railroads—fought vigorously and successfully to have these constraints relaxed, and all of them were. The corporate structure escaped any meaningful public control.
Eventually corporations could grow without limit by absorbing others; they could live in perpetuity; they could undertake multiple tasks and change them at will. Personal liability was limited to a pittance, and charter revocation virtually disappeared. Then, in 1866, corporations as artificial persons became legal persons: the Supreme Court case Santa Clara County v. Southern Pacific Railroad extended the rights of U.S. citizenship to corporate entities. They were granted equal protection under the law, their rights protected by the U.S. Constitution. (The grant of legal personhood, Thom Hartmann discovered, was technically illegal, but it has endured. See his book, Unequal Protection.)
By the end of the century, unrestrained corporate enterprise rampaged through the economy—exploiting labor, polluting the environment, concentrating wealth—and dominated the political system. Corporations had learned the art of disguised bribery: financing political campaigns to ensure the passage (or repeal) of legislation in their interests. It was a vivid preview of the conditions we face today.
But their appalling behavior eventually became too egregious to sustain even with graft. A great wave of reformist and anti-trust legislation was enacted. Finally in 1906 Theodore Roosevelt submitted to Congress the Corporate Donations Abolition Act, prohibiting the practice. He signed it into law on January 26, 1907, and that was the end of corporate money flowing to elected officials.
Theodore Roosevelt undertook a revolution, to reclaim American democracy. Perhaps we need a Roosevelt surrogate today.
The Federal Corrupt Practices Act of 1910 superseded and greatly strengthened the abolition law. It specified a further and brilliant means of assuring the independence of elected officials: it put stringent limits on campaign expenditures. If you can’t spend much, there is no need to solicit much, even from individual donors.
History displays, then, determined efforts to foreclose corporate dominance.   But history also shows a failure of political resolve in the late 20th century, because American corporations escaped public oversight and control once more. The Federal Election Campaign Act of 1971 repealed the Federal Corrupt Practices Act and legalized political action committees, or PACs. A convoluted trickle of corporate campaign contributions flowed once more. Then two Supreme Court cases opened the floodgates. First Buckley v. Valeoin 1976 and then Citizens United v. FEC in 2010 gave birth to the SuperPAC: contributing money, the Supreme Court decided, is a form of free speech.
No longer prohibited but encouraged to seek political dominance, corporations have lots of money with which to speak freely. There are laws they want passed, and others they want repealed, like the Glass-Steagall Act. That law was a firewall protecting the public interest from high-flying finance, but eleven Wall Street banks hated it. Those eleven banks speak with loud voices, having contributed $83,720,000 over the years to the Clintons’ presidential and senatorial campaigns.
Glass-Steagall was repealed during Bill Clinton’s Administration. Doing so was a direct cause of the subprime-mortgage crisis and the economic collapse of 2008. The banks were bailed out with taxpayers’ money and continue to prosper. The American people continue to suffer.
This is now the template. Corporate interests thrive—exploiting labor, polluting the environment, concentrating wealth, and dominating the political system. But the interests of the nation at large languish, and this will not change until governance is returned to democratic processes. OverturningCitizens United and reinstating The Federal Corrupt Practices Act would be an excellent beginning. Overturning Santa Clara County, to rescind corporate personhood, would be an epochal finale.
None of this will ever appear on the radar screen of a Hillary Clinton presidency.
She is indeed a victim of historic tragedy. Even supposing her intentions were worthy, she gamed the nominating process with a first-and-most strategy. But history intervened when the American people clamored for a radical reclamation of democratic governance, something she did not see, does not comprehend, and cannot possibly deliver. The sheer momentum of her campaign has carried her to the edge of success, but her nomination is by no means inevitable. Many states have yet to vote and the Democratic convention promises to be unruly. There is a good chance she will fail. For the good of the nation she must.
We don’t need a Hillary Clinton. This election must be pivotal. We need a Theodore Roosevelt surrogate.

Hillary Comes Out as the War Party Candidate

On June 2, a few days before the California primary, Hillary Clinton gave up trying to compete with Bernie Sanders on domestic policy. Instead, she zeroed in on the soft target of Donald Trump’s most “bizarre rants” in order to present herself as experienced and reasonable. Evidently taking her Democratic Party nomination for granted, she is positioning herself as the perfect candidate for hawkish Republicans.
Choosing to speak in San Diego, home base of the U.S. Pacific Fleet, on a platform draped with 19 American flags and preceded by half an hour of military marching music, Hillary Clinton was certain of finding a friendly audience for her celebration of American “strength”, “values” and “exceptionalism”. Cheered on by a military audience, Hillary was already assuming the role to which she most ardently aspires: that of Commander in Chief of the Armed Forces.
Whenever Hillary speaks, one must look for the lies. The biggest lies in this speech were lies of omission. No mention of her support for the invasion of Iraq, no mention of the disaster she wrought in Libya, no mention of her contribution to pursuing endless death and destruction in the Middle East.
But she also lied in claiming partial credit for the Iran nuclear deal, which she had tended to block, and most profoundly in presenting herself as a champion of diplomacy. As Secretary of State, she blocked diplomacy that would have prevented or ended conflict, most notoriously concerning Libya, where even senior U.S. military officers were told to cut off their contacts with Gaddafi agents seeking a peaceful compromise.

The Washington Post reported prior to the speech that her campaign “hopes there are many more national-security-minded Republicans and independents who would vote for her, even grudgingly, rather than see Trump win the White House.”
The Washington Post noted that the state of California’s “defense industry and military bases lend a backdrop for her speech.” Indeed! Hillary Clinton is quite simply catering to the military-industrial complex, as she has been doing throughout her career.   She is catering to the arms industry, which needs to keep the American people scared of various “threats” in order to continue draining the nation’s wealth into their profitable enterprises. She needs the support of military men and women who believe in all those threats invented by intellectuals in think tanks and editorial offices.
This is the core of the “national-security-minded” electorate that Hillary is targeting. She warned that Trump would jeopardize the wonderful bipartisan foreign policy that has been keeping us great and safe for decades.
In reality, such “national-security-minded” leaders as Dick Cheney and Clinton herself have led the United States into wars that create chaos, inspire enemies and endanger everybody’s national security. Despite the geographically safe position of the United States, it is that bipartisan War Party that has created genuine threats to U.S. national security by prodding the hornets’ nest of religious fanaticism in the Middle East and provoking nuclear-armed Russia by aggressive military exercises right up to its borders.
The basis of Hillary Clinton’s world view is that notorious “American exceptionalism” which Obama has also celebrated. If we don’t rule the world, she suggested, “others will rush in to fill the vacuum”. She clearly cannot conceive of dealing respectfully with other nations. The United States, she proclaimed, is “exceptional – the last best hope on earth.”
Not all people on earth feel that way. So they must be brought to heel. In practice, this “exceptionalism” means acting above the law. It means a unipolar world policed by U.S. armed forces. In practice, Hillary’s devotion to “our allies” means fighting wars in the Middle East for the benefit of Israel and of Saudi Arabia, whose arms purchases are indispensable for our military industrial complex. It means bombing countries and overthrowing foreign governments, from Honduras to Syria and beyond, in order to help them conform to “our values”.
Trump is groping clumsily, at times idiotically, toward a major shift in US foreign policy. He is ill-prepared for the task. If ever elected, he would have to fire the neocons and take on a whole new team of experts to educate and guide him. That would be something of a miracle.
But some of Hillary’s reproaches aimed at Trump’s “reckless, risky” foreign policy statements are not as self-evident as she assumes.  For example, his statement that he would sit down to negotiate with North Korean dictator Kim Jong Un. Is that really such a crazy idea?
North Korea is a small country, whose leaders call themselves “communist” but who are essentially a dynasty that emerged from the resistance against Japanese invaders in World War II. Their quarrel with South Korea stemmed from the domination of Japanese collaborators in that part of the country. That is practically ancient history, and today North Korea feels threatened – and is indeed threatened – by the everlasting U.S. military presence on its borders. A small isolated country like North Korea is not a real “threat” to the world. Even with nuclear weapons. Its much-vaunted nuclear weapons are clearly meant both to defend itself from attack and as a bargaining chip.
So would it be so terrible to sit down and find out what the bargain might be? Basically, North Korean leaders would like to make a deal to lessen the U.S. threat and bring their country out of isolation. Why not discuss this, since it could lead to the end of the “North Korean threat” which is artificial anyway?
Hillary’s reaction is typical. She boasts that her solution is to build up an expensive missile defense shield in Japan and increase everybody’s military buildup in the region. As usual, she goes for the military solution, ridiculing the notion of diplomacy.
Hillary Clinton’s speech will certainly sound convincing to the “national security minded” because it is so familiar. The same as George W. Bush but delivered with much greater polish. America is good, America is great, we must remain strong to save the world. This is the road to disaster.
Hillary Clinton is the clear candidate of the War Party.
